Waiting for agreement on a new farm bill was like waiting for spring to come to the Red River Valley. It’s been a long time.
Last week, however, congressional negotiators brokered a final deal that is being described by Upper Midwest senators and representatives as the best bill for the region. Sen. Kent Conrad, D-N.D., was among the senators who worked overtime to reach agreement. He described it as “tentative,” but that’s because it still awaits approval from the full Congress and the Bush administration.
